HRA’s Community Development Department helps Franklin County municipalities finance and implement affordable housing and community development programs. HRA has more than 35 years of experience writing competitive applications for Massachusetts Community Development Block Grant (CDBG) funds, and can assist towns that have adopted the Community Preservation Act with CPA-funded affordable housing projects. Our community development services include, but are not limited to:

Housing Programs
These include housing rehabilitation, acquisition, demolition, and homeownership programs. HRA currently manages zero-interest deferred payment loan funds to bring single and multi-family homes into compliance with building and sanitary codes, and also administers two CPA-funded homeownership programs.

Public Facilities and Infrastructure Improvements
HRA works with Franklin County towns to prepare and implement CDBG-funded projects, ranging from water/sewer system improvements, to street and sidewalk reconstruction, park planning and development, or accessibility improvements to public buildings.
